UNDP\u2019s support to the\u00a0<\/span>Plurinational<\/span>\u00a0Electoral Organ of Bolivia is\u00a0<\/span>taking place<\/span>\u00a0in a challenging political environment<\/span>\u00a0<\/span>which\u00a0<\/span>has additional difficulties of a\u00a0<\/span>health crisis added<\/span>,\u00a0This\u00a0has\u00a0<\/span>prompt<\/span>ed<\/span>\u00a0our stakeholders at the\u00a0<\/span>regional electoral tribunals a<\/span>s well as our own team\u00a0<\/span>to come up with creative solutions to fulfil our\u00a0<\/span>respective\u00a0<\/span>mandate<\/span> remotely due to the massive spike in COVID-19 cases during the past few months<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>In this\u00a0<\/span>context, digital tools such as Zoom have been extremely useful<\/span>\u00a0in what is a reactionary\u00a0<\/span>situation<\/span>\u00a0but it has been greatly supported by\u00a0<\/span>Whats<\/span>A<\/span>pp<\/span>\u00a0a<\/span>s well as<\/span>\u00a0<\/span>established\u00a0<\/span>social media networks<\/span>. We<\/span>\u2019ve been\u00a0<\/span>us<\/span>ing<\/span>\u00a0them\u00a0<\/span>on a daily basis\u00a0both for internal meetings and<\/span>\u00a0coordination or<\/span>\u00a0planning activities, as well as for voter education and citizen outreach\u00a0<\/span>event<\/span>s such as<\/span>:<\/span>\u00a0weekly\u00a0<\/span>dialogues with political party delegates, civil society representatives, leaders of indigenous communities or other local actors.\u00a0<\/span>T<\/span>he ease provided by videoconferencing made it easier to combine in-person training with Zoom sessions as well as pre-recorded videos<\/span>\u00a0when the cascade trainings of coordinators and facilitators started, as these were the people who, in turn, were going to train electoral notaries and poll workers.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>While videoconference tools can never substitute face-to-face work, and sometimes technical issues can be very frustra<\/span>t<\/span>ing, they<\/span>\u2019<\/span>ve\u00a0<\/span>been a useful addition to the existing tools at our disposal<\/span>. Most importantly, they\u2019ve<\/span>\u00a0<\/span>shortened the physical distance that the pandemic has forced upon us.\u00a0<\/span>One<\/span>\u00a0<\/span>small<\/span>, yet undisputable<\/span>\u00a0<\/span>silver lining of this pandemic is that it has done more to promote digital literacy in Bolivia than anything else ever\u00a0could<\/span> which will\u00a0only aid projects and other initiatives in the future whether online or digital.<\/span><\/p>\n
